The School of Humanities and law can be traced back to the Department of Social Sciences established in 1994, with two specialized majors in township enterprise management and marketing. In 1999, the School of Humanities and Social Sciences was established and renamed the School of Humanities and law in 2005. For a long time, the college has been rooted in the fertile soil of the Central Plains, adhering to the concept of survival with characteristics, breakthrough through innovation, and development through practical work, with the foundation of moral education, reform and development as the theme, and agriculture as the main line, and has developed into a liberal arts college with distinctive characteristics and vitality.

There are 77 faculty members, 6 professors, 25 associate professors, and 55 doctoral degrees, accounting for 77.46% of the transferred teachers. There are four teaching and research institutions, Department of Law, Administration, Sociology and Chinese Language and Literature, and four undergraduate programs of Law, Administrative Management, Social Work and International Chinese Language Education, and four professional laboratories, —— mock Court, Management Laboratory, Social Work Laboratory, Art Education Center, and Henan Province. There are four professional programs, agricultural management, social work, law and International Chinese education, and four research teams: Agricultural and Rural Legal Technology Innovation Team, Rural Public Affairs Research Team, Social Policy and Rural Governance Innovation Team, and Agricultural Civilization and Innovative Development Research. With Henan agricultural university social governance innovation research center (Henan federation of social sciences humanities and social sciences key research base), the central plains agricultural civilization research center (provincial education department reserve think-tank), agriculture and rural rule of law research center three research platform and the red flag canal rural governance research institute, Henan modern agriculture research institute rural governance research center and Henan agricultural university-the river network emergency management institute three new think-tank platform. It has the National Food Security Publicity and Education Base (national platform), the Outstanding Legal Talents Education and Training Base of Henan Province, the Key Training Base for Youth Affairs and Social Work Professionals, the Excellent Legal Publicity and Education Base of Henan Province, and the Legal Aid Workstation of Henan Province.

The college has focused on creating academic brands such as Pota Salon, Pota Forum and Pota Yaji and promoting traditional cultural brands. It has invited well-known experts and scholars to give academic lectures, and insists on holding national and international high-end academic conferences. The academic influence of the college has gradually increased. Adhering to the advantages of agriculture and closely focusing on national strategies such as rural revitalization and modernization of governance system and governance capacity, the college has gradually formed a number of distinctive research results in rural governance, targeted poverty alleviation, rural rule of law, rural construction, agricultural culture, collective economy, people's livelihood security and other fields. In recent years, teachers have published more than 200 academic papers, won more than 30 national and provincial scientific research projects, more than 20 awards such as Provincial Social Science Outstanding Achievement Award, Provincial Development Research Award, Humanities and Social Science Award of Provincial Education Department, Provincial Human Resources and Social Security Research Achievement Award, and published nearly 20 academic monographs. The teachers of the college were awarded 1 Outstanding Scholar of Philosophy and Social Sciences in Henan Province, 7 Teaching Model in Henan Province, 2 Young Theory Publicity experts in Henan Province, and 3 Training programs for Young Key Teachers in Henan Province.
